At last, the temperature has risen above freezing & may eventually reach 4, later today. But that's really the limit of the good news. It is expected to be cloudy & later overcast. Some of the morning should stay dry, though there are some outbreaks of snow around too, but rain will set in during the afternoon, turning persistent. Winds will reach force 4 to 6 from the SE & despite the higher temperatures, the day will have a raw & chilling feel. Little change is likely overnight.
